July 25, 2008: The exit meeting of deputies - members of the Committee on Natural Resources, Nature Management and Ecology of the State Duma of Russian Federation was held on 25 of July in Taganrog. The participants were the deputies and the heads of the profile departments, the representatives of the legislative bodies and the executive authorities in the regions of the Southern Federal District.
The deputies of the State Duma selected Taganrog as the host city of seminar not accidentally. Taganrog has a range of the unique features, making its ecology complicated. On the one hand, this city is intended by nature to be a resort, on the other hand - the city is a biggest industrial and commercial center and makes a ponderable and appreciable contribution to economy of Rostov Oblast.
By opening of the seminar, which was held in the hotel "Priazovye", Victor Deryabkin and the first vice-chairman of Committee Eugeniy Tugolukov accentuate, that environmental protection requires not only continual and serious efforts, but, above all, the organization of the system of the interaction between the state structures and the city governments in the area of the environmental protection and the nature management.
The mayor of Taganrog Nikolay Fedyanin, who had a lot to tell, concentrated the attention of the participants of the seminar on the environmental issues, which could not be solved by own resourses. The mayor of Taganrog highlighted, that the realization of such projects is possible only on the assumption of the legislative assignment their accounting, including the federal and regional budgets. In mayor's opinion, it is time to determine the end use of payment for the negative influence on the environment, which would help the municipal bodies of Russian Federation to use these funds for the environmental protection.
The ideas of Nikolay Fedyanin were supported by other participants of the seminar. After the seminar, 45 proposals about the improvement of the legal control in the area of the environmental protection and the rational nature management were added to the draft decision.
