November 2, 2022: The Partnership Agreement between Taganrog and Jining (P.R.C.) was signed on June 3, 2009. Despite the vast geographical distance between the cities, the two sides have successfully implemented a number of joint projects and exchanges, particularly in the field of culture - the most effective tool for people-to-people diplomacy.


As early as in the year of establishing official links, Jining school students sent their artworks for the 4th international art contest "Anton Chekhov and Characters of His Works". Kids and students from Jining have participated actively and have regularly become winners of international competitions organized by Taganrog Arts & Culture Council, Taganrog Committee for Physical Culture and Sports and Taganrog Electoral Board.

Within the framework of educational cooperation, representatives of Qufu Normal University and Confucius Institute paid visit to Taganrog, where the university's president Jing Zhaoxun delivered a lecture. In September 2017 Taganrog City Executive Dr. phil. Inna Titarenko met Shandong Polytechnic College students.


In September 2016 Confucius Cultural Photo Exhibition was organized by Jining Museum in Taganrog, and in May 2017 Russian culture and Chekhov family exhibition was presented within the framework of "One Belt, One Road" strategy, highlighting the joint work of Taganrog Group of Museums and Jining Museum. Over 12 thousand Chinese school and college students visited the joint Russian-Chinese exhibition.

September 30, 2017 "China-Russia Friendship Center" was inaugurated in Jining in the course of the official visit of a delegation from Taganrog. November 8, 2018 the two sides signed a Memorandum of Understanding on Cultural Cooperation between the cities of Jining and Taganrog.

May 13, 2022 Shandong Province, China hosted the 2022 Global Youth Conference. At the invitation of Jining Peoples' Government and Jining Foreign Affairs Office, Dean of the Foreign Languages Dept., lecturers and students of Taganrog Chekhov Teachers College and students of Taganrog Institute of Management and Economy took part in the conference online. In summer Jining joined the international campaign "The World Reads Chekhov", which has already brought together participants from 22 countries.


November 2, 2022 Taganrog City Manager Mikhail Solonitsin and Mayor of Jining Yu Yongsheng endorsed a new protocol, which aims not only at strengthening the cooperation between the two cities, but to getting the relations to a whole new level. The Sister-City Agreement between Taganrog and Jining was signed in the remote mode.
