The Club was founded on December 5, 1992, when the First Assembly was held in Odessa, Ukraine, with the purpose of strengthening and developing business cooperation between the Black Sea Region port cities. Today IBSC unites 30 cities from ten countries of the Black Sea and Mediterranean basin.
International Black Sea club is pioneer in establishing international connections between city communities in the Black Sea Region. Club's successful activity is a vivid example of cooperation on the local level, which is a powerful factor of cities' social and economic development.
Taganrog is one of the "Founding Cities", which participated in every IBSC assembly since 1992. Two assemblies were held in Taganrog (1995 and 2002). The Former Mayor of Taganrog, Sergei Shilo, was the President of the International Black Sea Club in 1995-2002.
At present the Taganrog Interregional Chamber of Commerce and Industry (TICCI) chairs the IBSC Business Council.
