Taganrog City Council OK'd the Tourism Development Program
December 27, 2007 the Taganrog City Council approved the comprehensive 3-year tourism development program for 2008 – 2010. This is the first attempt of the city authorities to tackle the problem so thoroughly. Paradoxically, having so much to offer to travelers in terms of history, culture, recreation and entertainment, Taganrog occupies a rather modest place in the national and international tourism.

The document includes a detailed review of the advantages and obstacles, as well as potentialities of the city. But the most important component is a series of measures intended to turn the city into a popular tourist destination. These imply:
  • developing the tourist infrastructure including bus stations, resting places, public toilets, the repair of the facades of the historic buildings, planting of greenery, repair of roads, monumental propaganda of Chekhov’s literary heritage in the context of the preparations for the writer’s 150th anniversary;
  • 7 investment projects to construct new hotels, recreation and sport centers, trade and entertainment complexes. Some of the existing hotels are going to be substantially reconstructed to meet the world standards of service;
  • nation-wide and world-wide popularization of Taganrog as a tourist center, a city that has preserved its pre-revolutionary Old World identity while facing fast economic growth, a perfect place for many types of tourism such as historic, cultural, recreational and, of course, business tourism;
  • Taganrog is going to be presented at a number of national and international tourist fairs and exhibitions;
  • compiling rules and regulations to protect the historic architecture of the city center;
  • raising the standards of visitors’ safety through the assistance of law-enforcement agencies;
  • improvements of the training of individuals to be employed in the tourist trade;
  • economic monitoring of the tourist resources to evaluate their effectiveness.

The program was compiled by the local government’s foreign relations office headed by Alexander Mirgorodsky. It took six month of research, analysis and coordination work. Presented to the public December 11, the project was enthusiastically received by the city authorities, business circles and all the locals who were present at the hearing.

The financial provision of the 3-year plan (about 3 billion rubles) combines municipal budget allocations with private investments. In addition to direct subsidizing of tourist development, much more will be spent as part of a number of other programs developed by the local government with the purpose of municipal improvements.

The tourism program is aimed at attracting more Russian and foreign visitors and, in the long-term perspective, turning the tourist trade sector into the important source of local budget revenues. Hopefully, the city’s great tourist advantages will be used to the maximum for the benefit of potential visitors as well as the residents of Taganrog.
